ICE Detains Daycare Worker at Rayito de Sol in North Center

Parents in Chicago’s North Center neighborhood were left stunned after federal immigration agents detained a daycare worker outside Rayito de Sol Spanish Immersion Early Learning Center on Wednesday morning. The dramatic incident, which unfolded in front of children and staff, has ignited a firestorm of outrage and raised urgent questions about how and where U.S. Immigration and Customs Enforcement (ICE) conducts its operations.

Witnesses said the woman, identified by local media as Diana Patricia Santillana Galeano, was taken into custody outside the daycare after agents entered the facility around 7 a.m. The confrontation was caught on video by bystanders and quickly spread across social media, showing agents restraining the woman against a vehicle as she shouted in Spanish, “Yo tengo papeles” (“I have papers”).

Parents and Staff Describe Chaos Inside the Daycare

According to parents who were dropping off their children, what began as a normal morning turned terrifying in seconds.
“Kids were crying. Teachers were crying. No one understood what was happening,” said one parent, describing the moment agents entered the building.

Staff members said they tried to usher children into classrooms and away from the windows as parents rushed back to pick up their kids. Rayito de Sol, known for its bilingual early childhood programs, closed for the rest of the day following the arrest.

Families described the detained woman, known affectionately as “Ms. Diana,” as a gentle and dedicated caregiver. “She loved our kids,” one mother said. “She’s part of our family.”

ICE and DHS Defend the Operation

The Department of Homeland Security (DHS) said in a statement that the incident began as a “targeted traffic stop” involving a suspect who allegedly refused to pull over. ICE agents claim that the vehicle fled into a commercial plaza, and that the woman “ran into a nearby business” before being detained outside.

Federal officials emphasized that agents were not targeting the daycare, and that no arrest occurred inside classrooms or directly in front of children. “This was a lawful enforcement action following a failed traffic stop,” an ICE spokesperson said.

However, that explanation has done little to quell outrage among families, educators, and local officials.

Officials Dispute Federal Account: “They Entered the Building”

Several local lawmakers who viewed surveillance footage and spoke with witnesses say the agency’s account doesn’t match what they’ve seen.
According to Chicago Ald. Andre Vasquez (40th) and other officials, video from inside Rayito de Sol shows agents entering the vestibule and moving through parts of the building where children were present.

“This was not just outside in the parking lot — they were in a space where children were being dropped off,” Vasquez said. “That’s unacceptable.”

Multiple elected officials, including U.S. Representatives Jesús “Chuy” García and Delia Ramirez, condemned the action and called for an immediate investigation. “Our children should never witness an ICE raid in their place of learning,” García said. “There must be accountability.”

Community Anger and Protests Erupt Across Chicago

Within hours of the arrest, community members and immigrant rights groups organized demonstrations in North Center and downtown Chicago. Protesters held signs reading “Keep ICE Out of Our Schools” and “Justice for Ms. Diana.”

A GoFundMe campaign launched by parents raised tens of thousands of dollars in support of the detained worker and her family. Teachers’ unions, child welfare advocates, and immigration attorneys joined calls for transparency, demanding to know whether ICE had a warrant and why the agency conducted the operation in proximity to children.

Mayor Brandon Johnson also condemned the raid, stating,

“This kind of action undermines the trust between our communities and our institutions. Chicago will always be a sanctuary city that protects all its residents.”

Daycare Closes, Families Seek Answers

Following the arrest, Rayito de Sol temporarily closed its North Center location, citing “staff distress and community trauma.” Parents scrambled for alternative childcare as administrators met with attorneys and local officials to review the incident.

“We are heartbroken,” said a spokesperson for the daycare. “Our focus now is on the emotional well-being of our students and staff, and ensuring this never happens again.”

Experts warn that children exposed to sudden violence or distress — even indirectly — can experience long-term emotional effects. Psychologists recommend counseling for families whose children witnessed the chaos.

Legal Questions Over “Sensitive Locations”

Immigration advocates argue the operation violated long-standing guidance that restricts enforcement at “sensitive locations,” such as schools, daycare centers, and places of worship. Though the Biden administration reaffirmed that policy in 2021, ICE maintains discretion in “public safety” cases.

Civil rights attorneys say that if agents entered the building without a warrant, constitutional issues may arise.
“This goes to the heart of due process and community trust,” said one immigration lawyer. “If ICE can enter a daycare unannounced, then no space is safe.”

Local advocacy groups, including ICIRR (Illinois Coalition for Immigrant and Refugee Rights) and Enlace Chicago, have since held “Know Your Rights” workshops and legal clinics for immigrant families shaken by the event.

City Leaders Demand Transparency and Accountability

The Chicago City Council is reportedly preparing a formal inquiry into the incident, and state lawmakers have urged Governor J.B. Pritzker to demand a federal explanation.
Community leaders are also calling for legislation that explicitly bars immigration enforcement near child care facilities.

“We need a bright line,” said Ald. Vasquez. “Kids should never see their teachers dragged away by federal agents. That’s not who we are as a city.”

Families Rally to Support Ms. Diana

As the legal process unfolds, families are focusing on supporting Ms. Diana and her loved ones. Parents have written letters to federal officials and organized vigils outside the daycare. Social media posts tagged #JusticeForDiana have drawn thousands of shares across Chicago’s Latino community.

“We teach our kids about kindness and respect,” one parent said during a rally. “We can’t let them grow up thinking fear is normal.”

What’s Next for Rayito de Sol and Chicago’s Immigrant Communities

The fallout from the detention continues to ripple across Chicago. Parents, city officials, and immigrant rights groups are demanding clearer federal guidelines, accountability from ICE, and assurances that incidents like this will not happen again.

For now, the North Center daycare remains a symbol of a larger national tension — between immigration enforcement and community safety, between federal authority and local compassion.

As one protester’s sign put it:

“This is not just about one woman. It’s about every child who deserves to feel safe.”
